Post up a pic of what you want to do with the dowels/plenum, if you can Bill. I have seen & done it all with aluminum-
You really cant tell the weldability of cast aluminum until you try the actual item, as the contents can vary. Most times if you shave the area smooth & its been relatively oil free it welds nice- tig with 4043 filler.
The upper plenum is a great heat sink, maybe too good for the dowels if theyve been drilled or if theyre small, by the time the plenum heats up enough to puddle, the dowels could be turned to blobs-
Welding aluminum is largely based on heat management.
I found a place that will weld actual bungs in!I need to bring the lower plenum in tomorrow to get a price. This is to place the water/meth nozzles in the lower plenum at an angle so that they will spray with the incoming air flow. (3 on each side)

Just a quick heads up on the cover. You may want to cut some vent holes into it. if not it will trap the heat under the plate which will damage the front injector harness wires "Heat rot them" and may heat the front fuel bank up also. I know the stock 3.5L harness has vents cut into it for this exact reason I believe.
This is an issue I have contemplated for some time as to why the rear bank seems to be the worst for knocking. With the plenum trapping the heat for the rear fuel rail it would heat up the fuel in the rail and could cause unwanted detonation and the rear bank to knock. The front rail will run cooler due to airflow but the rear is trapped under the big intake manifold. Even worse with the rear turbo there feeding it even more trapped heat. I'm actually thinking of wrapping my rear fuel rail in a fiberglass sleeve or something to keep the heat out as the only other option would be a custom upper intake which is not viable for me.
But this is just my thoughts....
