If one turbo goes bad, you MIGHT get as much as 9-10psi boost on the remaining turbo, depending on what failed. If there is a path to atmosphere from the broken turbo (i.e., zero boost from failed shaft), then the boost from the good turbo just recirculates through the bad turbo discharge pipe back into the suction side of the good turbo. I know.
I have a lot of "no boost" experience. My experience with a system that loses boost instantly is 100% turbo failure. From seized shaft to broken shaft to worn out housing/compressor wheel, every one has been turbo failure....just my 1.5 cents.
