That is precisely the reason for helmet and safety belt laws... Follow the money.
If I hit you and injure you, my insurance has to pay... If you are injured worse or killed because of your choice not to wear a seat belt or helmet it opens them to higher liability.
The general public would not accept laws limiting their libel rights if they made the choice, and governments aren't going to miss another opportunity to use law enforcement as a source of revenue...
