There is only so many things it can be,

Boost leak, like a bad one! BOV, hose blown off.

The reason I asked about the boost gauge is the stock one only reads what the ECU thinks it should be.

    Wastegates open

As Chris said, I think one bad turbo (shaft snapped) can cause this issue.

Pressure test to at least 12 psi.

Also what is your setup? Stock MAS?

Stock maf, bubble, and solid pipes to turbos. Unknown brand pipes, they meet at the intercooler on drivers side down low. 3 in out from intercooler out to throttle body.

Wastegates actuate correctly. I can pull them open, but take a decent amount before they move at all. If I pressurize the vac line to the wastegates they open properly.

No hoses blown off. Car runs fine, no weird noises until you go to get on it, that's when you hear the noise I described in first post. Going to re assemble tomorrow and measure a few pipes to see what size cap I would need to pressurize it. Or maybe ill get lucky and I can find something to seal it up at school.

From what you have said I'd lean toward BOV or turbo.

Good luck, I always wish I could help in person when people post issues on line.

Pressurize at the bubble inplace of the maf. You will need to cap the line going to the rear valve cover form the bubble.

Help them, for they know not that which they do not know!

You should have a PCV hose that goes from the rear valve cover to the bubble that vents the crankcase. That should be plugged off when testing the IC system.

On the rear head? Turbos smoke much? or the bubble capped off?

Didn't we chat about this years ago? You definitely don't want that rear head capped off anyway.
