Cash for clunkers was a start. I’m sure it will happen one way or the other. I’d say they will just impose restrictions that old cars cant pass.

I can see it happening in certain cities, but certainly not the entire US. In TX, they have legislation that if your car is over 25 years old, you don't even have to do emissions testing anymore.

Yea it will have to be a county by county thing, but I can see it happening in some big cities starting with seattle and portland.

My car failed PA emissions... If you spend $150 or more on parts (and labor at a qualified service station) trying to make it pass and it fails the second time (one free re-test) you get a sticker that says your emissions were waived and you're on your way.

This is just some politician exercising his right to be an incompetent tool.
