The law is actually really clear on this even though the enforcement is up to the officer: The rear vehicle is responsible for avoiding a collision, even if it's unavoidable. Say a truck slams on the brakes in front of you, guess what, it's no different than this scenario. It's a very basic road rage incident that you DON'T see the beginning of. It's not about the car hitting the bike.
Think about it. The biker isn't guilty because he got hit. He's guilty because he retaliated for something that is not on that video. Had the rover guy not have continued to escalate the situation (hitting the dude), none of this would have happened, and had the biker not have been a dickhead, it would have stopped at flicking each other off and been over. What I would have done is very simple: hit the brakes when the biker did. Biker behind me would have been injured and it would have been his own fault (failure to maintain control) and the biker in front would have been responsible for a road rage charge.
FWIW, most cars will stop a lot faster than any sportbike. The bike didn't get hit because the rover couldn't stop fast enough.
