Kentucky is definitely worse than West Virginia, but you are right about Ohio sucking.

I think there should be some sort of ncaa-style-tourney to answer this question.

16 seeds - West Virginia, Ohio, Kentucky, Oklahoma

OK, fine, won't work perfectly since there aren't 64 states. Fuck it though, close enough.
