I wasn't there for it, but I was told a story where I used to work that someone was working on the electrical and he accidentally shorted a screwdriver between two terminals at the main box and shot his backwards 20+ feet. They said he got up and was walking around in a daze and had no clue where he was.

Lots of people I see use those in the sandbox. (Contractors/Civilians). They're cooler than wearing long-sleeved clothes. And I think most are "tattooed" so it doesn't look like you're just wearing pantyhose on your arm. But you're right, he could just be a poser. Hard to determine though--and not nearly as opaquely demotivating as someone drilling into 11,000 volt live wires.
Certainly possible - I know what you're talking about. They are fake tattoo sleeves, and I feel the bulk of users are not using them for skin protection purposes. He could as easily use conventional sunscreen. Assessing the situation from afar(fake tat sleeves, motorcycle, water bottle), I'm sticking with poser.
