Sounds like a really horrible outcome to garden-variety oppression in the form of a failed 'entitlement'.
I find myself wondering about the mindset of someone who would do what this guy did - doing whatever he could to avoid 'official' contact is the behavior of a person with some sort of legal-status problem - this kind of stuff isn't supposed to happen on what is essentially a suburb of our nation's capitol, right?
