Of course not. And it's probably closer to 99%. What you are witnessing here is the subculture at its finest. 12.61% of the total population.

As a % of total police officer deaths (felonious) the overall percentage of black vs. white is almost mirroring the general population. Unfortunately, I can't find the exact statistic of what % of the police--nationwide--are black, but I would not at all be surprised if it was LOWER than 12.6%. Why? Because of the subculture.

In 2010, the FBI estimated that law enforcement agencies made 13,120,947 arrests (excluding traffic violations). Of those persons arrested, 74.5% were male and 69.4 percent of all persons arrested were white, 28.0 percent were black, and the remaining 2.6 percent were of other races.

Interesting. Because blacks + whites = 85.02% of the total US population (whites make up 72.41%). So statistically, whites are only arrested slightly less (as a percentage) than their overall makeup of the total population. Meanwhile, Asians, Hispanics, Native-Americans (and everyone else) makes up ~15% of the population, but accounts for only 2.6% of arrests. If there were racial profiling, we would expect to see this group of people also exhibiting a larger % of total arrests than it represents in the total population; yet quite the opposite is true. This is because of the black subculture.

What is this subculture? First let me preface this by saying that it's not all-encompassing; not all blacks subscribe to it. It would be easier to distinguish between the two groups if society hadn't collectively decided to ban the use of the n-word--because it is the most apt, derogatory and appropriate word to differentiate the hard-working blacks from the degenerate elements. In lieu of that, I'm going to use the word "Black trash" to describe this particular subset.

"Black-Trash" is a subculture of thuggishness. It is preoccupied with thug-life, hyper-aggressive behavior, disrespect towards women, and opportunism. It is underpinned on the belief that society (read: white people) are the enemy, and that society is the one doing preemptive rejection of blacks. This is enforced by media of all types, from music-videos to selective news coverage. Of course, an educated person would know that not only attractive women go missing--nor are all robberies committed by young black men. Yet if one were to watch the news, that would be very much the consensus. Of course, getting an education and being a productive, functioning member of society would be to "concede defeat" to the enemy, so Black-Trash resist doing so. This, despite countless examples (outside of professional sports) where a black person has achieved tremendous professional success. Black-Trash instead denigrates these individuals as "not being black enough"; which really means "I choose to hate you because you don't subscribe to thug-life". Everyone from Herman Cain to RG3 has been accused of being "not black enough".

Naturally, it is easy to perpetuate this subculture because of the self-inflicted lack of education. This is what allows opportunistic "higher-end" thugs like Al Sharpton, Eric Holder and even the POTUS to continue to feed the subculture--subtly (or not so much in Sharpton's case)--rather than stamp it out. True leadership would not acknowledge legitimacy black-trash subculture in any way, shape or form whatsoever. Instead, those in power continually speak of "those with issues need to be heard". Rationally, there is no basis for said complaints, and speaking as such ascribes an air of legitimacy to a subculture & movement (race wars/riots) that has none. As shown above, there is no factual basis for arguing that racial profiling by police--actually exists.

Continuing, it is shocking to juxtapose a TRUE African-American (read: African immigrant), and how different the mindset is from black-trash. Indeed, such individuals are most closely related to blacks...in that they are usually well-spoken, educated, and intellectual. Ironically, it is often easier to understand someone speaking English through a thick Swahili accent, than it is to decipher slurred ebonics. Not once would black-trash ever question why society rejects them--which is simply a byproduct of the thuggishness; ALL people are wary about hyper-aggressive, opportunistic behavior.

In conclusion, the % of arrests and in-custody deaths of individuals by citizens under police custody, are a function of a subculture which is a pox on society at large (not just whites, but ALL of society--even blacks). And because this subculture is impossible to racially differentiate from the productive blacks in society, they all get lumped together in statistics. Worse, I venture that because black-trash is a SIZEABLE portion of the total ethnic group, you will not see the same black representation in law-enforcement or other "productive" trades, due to the subculture's rejection of these occupations (especially police)--doing so would be translated as "being a sellout". With that in mind, simply putting MORE black police officers in predominately-black areas will not work; there likely isn't enough of them to do that. And because of this Catch-22, there will always be non-blacks patrolling black neighborhoods, which means that the Officer doing his sworn duty will eventually have to arrest or potentially kill someone of a different race.

Now take everything I've just typed here and replace it with "crackas be hatin' us", and you'll have arrived at a close approximation of how black-trash would digest my words here.
