Who'd have guessed giving Russians a major responsibility would turn out to be a disaster? I really don't understand the thought process when choosing Russians to put on this event. They shouldn't be trusted with hosting a bizarre, much less the Olympics.

Money. If you heard half the shit about the Olympic Committee, you'd want to shoot everyone that's a part of it. In case you didn't know women have been fighting for years (decades) to be allowed to compete in many events, like ski jumping, but are refused because they think women can't ski jump because their bodies aren't able to, nor should women subject themselves to "doing sports". I'm not shitting you.
