He called fair catch at the very last second, first guy missed as best as he could getting blocked. 2nd guy runs up and the ball bounces off the receiver into his lap. In most games it would have been the kicking teams ball.

Its a kick catch interference in any game. Its the defenders job to know where he is and where the punt returner is. He doesn't even have to touch the returner for that penalty to be called.

That's BS and you know it. He ran by with is hands in the air (being blocked into). Can the ref get away with this call? yes. Could it have been ND ball? Yes and it would have been the right call. You are after the guy catching the ball, he half ass waves right before the ball hits him (probably why he didn't catch it) guy does a great job missing the receiver. If your route is altered/blocked by a defender into the receiver it shouldn't be a penalty.
