Clutch and Brake pedal get stiff under boost---faulty check valve?

I was pressure testing my car yesterday and I was unable to build more than 15lbs of boost through the system. The leak sounded like it was coming from the brake booster area. I couldn't track the damn thing down so I capped off the nipple that the brake booster hose connects to on the intake manifold and I was easily able to pressurize the system past 20lbs which leads me to believe that the check valve in the hose is faulty? Can anyone clarify? Also noticed that if I keep my foot on the clutch pedal, under boost the pedal becomes super stiff.

    Input appreciated.

definitely sounds like it. if you just started it after a long build, make sure to double check the hose direction. arrow points towards the engine.
