Inexpensive options for steering wheel and e-brake leather

Ok. Unfortunately I don't have access to anything like that where I live because there are no electrical outlets close to my car, so that means borrowing someone else's space.
Where do I find these "mitoska" e-brake handles?
Nothing personal, but I uncertain about buying used parts from people. More often than not, they weren't the condition that the seller thought they were.

Just to clarify, you would only need heat if you were removing the factory steering wheel leather and re-wrapping it, not if you were using a stitch on cover.
