Just got a new valve from cherry hill because I figured hell, mine's old lets replace it. New one leaks a little, old one doesn't!

PCV is supposed to leak a little bit, if your old one didn't leak a little bit, you weren't providing enough crankcase ventilation.
Your 1993 Dodge Stealth is one of 6351 that received VIN numbers. Based on the order of the serial numbers, your car was the 5212nd out of the 6351 that were made that year.
Your car was built in the 3rd week of February 1993. Of the 47380 vehicles made at the Nayoga plant, your car was the 40537th vehicle to be created that year.
There are 281 other cars that were made with both the same interior and exterior color. There are 779 cars with the same exterior color and 2316 cars with the same interior color.
Note: The production order is assigned based on the order of the serial number.

    Huh?

A "leaking" PCV implies that it will allow boost to flow into the crank case. Not at all what it should do.

From what I had thought (hear-say), they should leak under high pressure only. My new one leaks when blowing into it while the old doesn't. Would that be considered "high pressure"?

I'd be happy to learn if I'm totally wrong

I have Krank Vents on my new build, on tick over there is so much vacuum that I can only just remove the oil filler cap (Blitz) & it nearly sucked the rubber washer into the cam cover.
