More than likely they overclocked it and left all the intel speedstep stuff enabled which means your cpu multiplier is going to be changing based on load on the processor so you'll likely see it at like 1.something ghz while just idling in windows and when you put a good load on the cpu, it'll jump on up to wherever it's supposed to be (and a bunch of places in between)
LinX is a good test and can also help you understand when your cpu overclock may actually hinder performance (yes it does happen if you have a higher clock speed but it's slightly unstable, you'll see the measured GFlops after each pass which you can use to ascertain whether or not it's running properly)
Since you just want to see what the max core speed is, you really can just look in the bios to see what the effective clockrate is, though since I have no idea what cpu or motherboard you have, I can't tell you where to look. I personally use Aida64 for monitoring my pc, but CPUZ will tell you straight up what the cpu is overclocked to as well as the multi, bclk, etc
