Trying to find a movie - what it's called

Maybe someone here has seen it. It was banned in many countries and I believe it was released in the 1980's sometime. It's a black and white movie about a guy who goes round and records peoples deaths on video with a tv crew. I thought it was called Dogs of War (for some reason) but that has proven unsuccessful. I've googled and IMDB'd my ring out and haven't been able to find anything close to the movie. Any help would be great.

Ah, but some of the scenes buried in the likes of FOD are in black and white...and there were like 6 versions of that film series!

Do remember where it takes place? Is it in the United States? Also, you could log into a live webcam of a Detroit intersection and probably find what you're looking for.
