Heads being shaved too much can change the timing but I'm pretty sure the car would still start.

The place that Rex's car is at mow the guy says that the cylinders are filling up with too much fuel And it is killing the spark but the spark never dies out it's always constant and strong we also have thrown quite a few new sets of plugs at it

You or somebody mentioned fuel pressure being high? If there is an adjustable FPR on it I'd start turning it down.

Also, Did the ECU and harness come in yet?

Not yet and the fuel pressure is right where it should be

Alright did the harness and all that it helped a little but here is what is throwing me off if I pull the fuel pump relay so the pump don't pump anymore it acts likable wants to run almost as of the fuel is flooding the car out I have pulled a plug out it was covered in gas you can take a lighter and the plug will start on fire. So I don't know what to do from here adjustable fpr?
