It's definitely possible. However ,being that they were recording it minutes before it happened definitely shows it was premeditated.

We have a state run mental hospital here in town and I have seen a lot of this thru the years.
It's sad but people learn how to push the patients buttons to get reactions like that from them just for kicks.

No. If someone is getting attacked you can run over to help them and draw with them behind you so that you can keep them protected. I couldn't shoot unless they came back to attack again. But as I said, I would be well within my rights to go over to her and draw my firearm.

EDIT: And to be honest, when you draw, you'd want to keep a grasp of it with your two hands with the gun facing downward until there was a threat of another attack. Then you'd let them know that you will shoot them if they attack again. Truthfully, you wouldn't want to be muzzle swiping any of them unless they were actually walking up and presenting another threat of attack.

Having done volunteer work with people who are mentally retarded, or suffer from other serious psychological conditions, I have to say, the last thing you want is to give them a gun. Someone with Down syndrome, or other global cognitive deficiencies, may look like an adult, but they're no more capable than a child...someone who has schitzoid tendencies would be even worse. CCW would never be a good idea in this situation.

That being said, why are you guys even surprised this is happening? Mentally disabled people and homeless (and quite a few fit in both) are favorite targets for people who just want to go beat up someone who's 'not really a person'. Welcome to the world we live in...its a mess.
