I think the assumption should be 'without' for purposes of determining the effectiveness of the blanket; given that we have pre-converters as well heat would be further concentrated.

The intent is to retain heat, which the cats do, but the choke they represent is certainly of no benefit.

I would guess the spec for exhaust temp is therefore 'no cat'.

I'm probably wrong.
