We would typically run a fresh motor at lower boost until the rings seat and then go up once the engine is broken in.
Our dyno also reads a lot lower than a dyno jet. I rarely have a car break 400 AWHP on our dyno while other dynos see 500 plus.
So the short answer is the car needs to be retuned once the engine breaks in and hopefully the power will increase to where it should be.

Yeah I saw that, one of the reasons I was saying the shop might have screwed him.
No they didnt, the dyno shop didnt do the work. He told them it was a fresh motor. Had they done the work they would of known its condition.
Oh, I thought the shop that did the work had the dyno.
Thats what he claimed but when you read that post its clear that ESP didnt build the engine.l
Ahhhhhhhh! OK, yeah good catch. Unless the dyno guys didn't realize that the shop built it. That would be kind of slim but 3sx’s dyno isn’t in the same building as the shop so it could be the case.
Apparently that was thru PM and phone conversations between Adam and Trevor. As soon as I fipped those heads over after I unbolted them and saw the OEM stamp, I was like... DR MY ASS! Then I started looking at them close, and closer, and closer, all I could do was shake my head. No matter what port or what set of valves I examined I couldn't help but repeat to myself... "You're fucking kidding me!" I suppose this is a lesson to all those youngsters inexperienced with buying cars. I was taken to the cleaners the first time I went out and bought my first car on my own. Gold undercarriage, Mr. Coffee in the trunk, took 5 years to pay that off. Some guys can sure close a less than honest car deal.

He had been trying to sell that car since 2006. I honestly don't think he knew WHAT was in the car (I searched back to 2004). Question for DR650 Owners - 3000GT/Stealth International Message Center says that he purchased the car with the turbos and heads. So it sounds like really one guy screw over 2 people (1997gtx & frostedbutts).
I tried to see if he bought the car off 3si, but never found the sales ad if he did. So really we don't know who "built" the car. It does appear that ESP did do some work (like maybe a tune-up) but they definitely didn't do the build.
Alright... since I am a little bored today I did some searching. I found the original car for sale ad. The seller had the thread deleted way back when, but I have "undeleted" it because it contains important information. I wasn't sure if it was the correct car until I looked at the pictures, same FMIC. http://www.3si.org/forum/f10/gauging...modded-273426/
Since I know J. Fast can't view thread I will quote the seller.
