Timing question 91 ES

I have just been and checked the engine timing with my timing light and the timing was set to about 25 degrees. I tried to reset it to about 7 degrees but the timing mark on the belt jumps backwards and forwards rapidly about 4 degrees. Any ideas?

Also when I try to accelerate the car chokes up and I have to floor it to get it to clear.

Did you ground the set terminal over by the battery?
It's the tan one bundled up with a black one and a blue one tucked in under the wiper motor. Remove the cover on the terminal and use a jumper wire to connect it to ground
(the black connector is fr testing the fuel pump, the blue is the tach signal for a hand held tune-up tach)
