plenty of used ones pop up for $700. It is childs play to swap out a cartridge from a wrx if you need to in the future.
Either that or get some exhaust housings cut for the TD04L turbine and just fab some wastegate adapters. You could have a set for $500 if you work for it a bit. I know you can weld, so it should be easy.
