What's wrong with this picture? Turbo rebuild

I had an old set of 15Gs laying around so I sent them to get rebuilt Got them back and seperated them due to questions I had about 1G or 2G turbine housings and such(big lip, small lip)

Well, Something didn't look right when I pulled them apart and It took me a few minutes to figure it out. The little Metal plate/shroud or whatever that sits under the exhaust wheel is missing. Is this a problem? Seems like it would be to me.

To be 100% Honest that looks like the same color of ceramic spray paint that dick would use. Not saying he did it but that looks very familure. On another note I have heard of those being removed because of some reason not to sure why, GL.

Here is the response I got via PM. It makes sense to some degree, but seems like that gap would allow the exhaust to go under the wheel, rather than through it causing it to lose efficiency.

Plus, I was told that was a heat shield. If that is the case, it can't be healthy for the internals.

yea, if I remember clearly, I think it was called the seal plate, the only way around that would be, if we found the correct housing w/ a smaller lip to house and keep the seal plate in place. However, Bob said it would work just as good without it and shouldn't hinder the turbos and would be able to work w/ full potential. I would just run them, which would be perfect. If anything would go wrong, Bob stands behind his work, so we would be covered. But, whoever sold you those turbos paired them from odd years...not sure why, but they probably didn't know they differed a bit, but luckily it doesn't really affect anything. lmk if you have any other questions/concerns. feel free to call me as well.
