The Council's membership includes more than 730 private sector radio and television stations, specialty services and networks from across Canada, programming in English, French and third languages.

Not exactly ...While the CBSC is, on the one hand, a voluntary self-regulatory body created by its broadcaster members, the Canadian Radio-television and Telecommunications Commission (CRTC) is, on the other hand, the governmental body mandated to oversee the entire broadcasting industry pursuant to the Broadcasting Act. Although it is not germane to the activities of the CBSC, the CRTC is also responsible for the oversight of the entire telecommunications industry pursuant to the Telecommunications Act.

They are supposedly at arms length by their own admission from their website, which means they don't make a move without at least implicit CRTC approval. Regardless, they are sliding down a slippery slope by having the "council" respond with draconian measures to an industry when someone is offended; I wonder how they would like some of the heavier wrap muzak???

In this case, it was solely the CBSC that made the decision, based on a complaint to the CBSC, based on the CAB code of ethics. The decision: CBSC Decision*| CHOZ-FM re the song “Money for Nothing” by Dire Straits

The CRTC would only be able to punish the radio station that was the subject of the complaint, not ban the song. I doubt they'd do much about it under the Broadcasting act other than tell them to blip the word faggot by finding it as obscene or profane language, as they can only really do anything about it being abusive to the LGBT community if when taken it context it would expose them to hate or contempt, which I doubt the song could reasonably be found to instigate.

Yes the CRTC is the governmental overwatch, but in this case it was all private sector self-regulation.
