Not exactly ...While the CBSC is, on the one hand, a voluntary self-regulatory body created by its broadcaster members, the Canadian Radio-television and Telecommunications Commission (CRTC) is, on the other hand, the governmental body mandated to oversee the entire broadcasting industry pursuant to the Broadcasting Act. Although it is not germane to the activities of the CBSC, the CRTC is also responsible for the oversight of the entire telecommunications industry pursuant to the Telecommunications Act.
They are supposedly at arms length by their own admission from their website, which means they don't make a move without at least implicit CRTC approval. Regardless, they are sliding down a slippery slope by having the "council" respond with draconian measures to an industry when someone is offended; I wonder how they would like some of the heavier wrap muzak???
