The fuel pump won't run with just the key to on. It must be cranking (or running, but that doesn't help if it won't start..)
The easiest way to check that the pump is getting turned on is to connect a voltmeter or test light to the fuel pump check wire* by the battery and see if it powers up when you crank. You can also check that the pump works by connecting a jumper wire from that connector to the battery (+) and listening to it.
*The fuel pump check wire is one of 3 single wires tucked in by the battery kind of under the wiper motor. There's a wire with a blue connector (tach signal), one with a tan connector (idle speed set wire) and the one you want, with a black connector.
