I'd imagine the eccentric is just seized. The front of the trailing arm is connected with an eccentric bolt that is used to adjust the toe. If these are at all seized, most places won't do an alignment (my current battles). Try jacking it up and breaking it loose, if there's load on it (car weight) then there's probably no way it'll come loose. Once it's loose you can anti-seize the shit out of it.

Like Terry said, I can't imagine the linkage being bad before the bushings.
