Mine does it on a full tank, if warmed up and after sitting for a few minutes or longer, same conditions as the OP. To me it just sounds like some air getting in the pump somehow. I can feel mine rumble, as a matter of fact.

My car doesnt have active exhaust so thats not it.
Mine only does it for about 10-15 seconds.

I have this too, but I haven't been able to isolate when it happens. When it does happen it, it kinda sounds like a jet engine roaring and it lasts for about 10-15 seconds.

That is probably a pretty good description of what mine is doing. Doesn't do it long enough to realize it is doing it, get out of the car and chase it down.

Well, I switched out the cap from my 93 parts car and it still does it. isuppose it's possible that the 93 cap is bad as well, but Idon't know.

So I havent found the issue yet, but a better description of the noise is that of worn brake pads grinding on the rotor. Not quite as loud, but a similar sound. It's obviously not that since I am not driving at the time. I also dont believe the sound is anything grinding, just the sound is similar.
