Only One Radiator Fan Turning On

I was jumping on of my parents car with my ‘96 SL 3000GT. The radiator fan turned on and I noticed that the big one only was only spinning and not the small one. Is that a feature or is the small one broken?

Its how it works. The small fan on the drivers side only activates when the AC is turned on, or when the temperature gets above a certain range, ie overheating.
