So when I am driving and put it in neutral, only when the car is moving does it start revving it spikes from 1.5 drops to 1k rpms then goes back up and acts like im tapping the gas and letting go.

I'm thinking IAC valve? or do you think its the idle position sensor. it is also idling at 1.5k with ac off and with ac on usually drops to 1k
