From what I remember, you should match the ECU and the harness. It gets more complicated otherwise.
Furthermore, there's also JDM spec ECU's, besides the FED/Cali spec. And the only reason I know this is because I have one in my car, and it only has 1 o2 sensor input. I THOUGHT I bought a 9966, and it functions like a 9966, but it only has 1 o2 sensor. You can ask Shooter83 for more details on that.
