Pretty much an assumption based on my own helmet cam that I've had for 3 years at events and that there is helmet cam vids of NCM on youtube. SCCA is usually a lot more strict on things like this than private track events and their requirements center around "as long as it doesn't effect the integrity of the helmet or pose a threat of injury (sharp edges or unable to break away)".
I would have the camera tethered to the mount for sure.
