So I'm not sure what when wrong, this turbo had les than 2k miles on it. There isn't any shaft play and spins freely but getting oil on the lip and pushing oil out the outlet, but no oil on the exhaust side. Could it just be a seal blown out?

Could be oil getting into the intake pipes from the PCV system. The front rocker cover vents into the intake bubble and oil can get into the rear turbo quite easily. Is there oil in the intake pipes or just on the compressor wheel?

Most likely coming from the PCV system. Pull the PCV valve and shake it, it should rattle, if not clean or replace it with a stock TT OEM one. Also you should only be able to blow one way through it. It sounds like it's letting boost into your crank case and blowing oil into the bubble/pre-turbo pipes.
this might help to understand the system

Well the first thing I did was clean everything up. Then I switched out the entire bubble with a clean one. I have Krank vents on both valve covers. I will look at the intake tube again to make sure there isn't any oil up and down the tube, but when I looked at it I just saw oil where it connects to the turbo. Unfortunately I have already taken the turbo off, is there away I can just test the turbo.
Oh and this is all with my car on jacks and basic idle. Also to top it off I forgot to hook up the rear vc to the intake hose when I put the other bubble on. The rest of the tube didn't have oil just where it connected to the turbo lip.

Krank vents should take the PCV system out of the question, however many people only run the single small one.
Questions for you though since everything is on jackstands: Did you just buy these turbos used or have they been sitting for a while? Any pictures?

So you are getting oil in the pipe(s) just letting it run on jack stands? I would think the oil return line is blocked or the seal is bad or missing. What are the turbos, where did you get them?
You can't really test them off the car.
