Just because the car comes from Cali does NOT make it Cali-spec. My car never spent a day of its life in Cali and it IS Cali-spec.

The VIN and the o2's. I'm not 100% sure on the tt's, but I beleive the Fed Spec only has 2 o2's and Cali has 4. There would be differences in lengths of wire.

It says on the emission sticker under the hood if it's Federal or California emissions... What year VR4 are we talking about?

Look for the silver vehicle code plate on the driver's side firewall. If the last two digits of the model number are "2D" then its Federal.
If the last two are "7D" its Cali...

A Cali spec VR4 in that year has four O2 sensors and an EGR temp sensor. The Fed spec has two O2 sensors and no EGR temp sensor. That is the extent of the difference.
