91 vr4 throwing cel code 39... o2 based on this?

hello. 1991 3000 gt vr4 recently had timing belt, all seals, water pump, idler, and tensioners replaced. cel came on @ about 65mph on freeway...getting code 39 (front 02 sensor).. there's 12v @ the harness, the continuity figure for the 02 sensor is about 18.5 when it should be "approx 20" according to the shop manual ... would you guys go ahead and replace the o2? it misses at low idle around 700 rpm, and recently failed a smog test.. too many HC's .. about 350 parts instead of 200.

any and all suggestions are greatly appreciated ... thank you, kindly

p.s. prior to timing belt work, no cel... the car runs stronger now than before timing belt replacement... it has 63k miles.. bought it from the dealer auction for resale... haven't changed the plugs or wires yet

update... found a loose clamp on one of the turbo intake boots around the air box. also, the previous owner lost some of the air box clips, plus, two of the three remaining clips were on backwards causing an improper seal. needless to say, no lag whatsoever now, much more boost, a lot more responsive from a stop. it still misses, so i'll tune it up, but the cel code 39 is probably due to an intake leak.. will update tomorrow after attempting to smog it again.

Going to go out on a limb here and say that missing clips on the airbox caused little to no problems....most people run open air element....(K&N....)

How did you find out about the 39 error code? Do you have a logger of some sort? If so, try to clear the error a and see if it returns (this may be an old error)....
