best way to clean up plastic on bumper

So I'm trying to figure out the best way to clean up the faded black plastic on my 1st gen. Mainly the middle section of the rear pumper and on the hatch where the class meets the hatch. What prep do you need to do and is there a difference in paints to use

I just did basic prep and cleaning work, along with primer and some "trim" panel black rattle can. Turned out alright..
