Quick answer = loaded suspension + weight transfer
Long Answer = To help with the explanation I want to point out that the track is composed of two turns at the "S", turn 3 and turn 4. By the time Steve is coming out of the S (in turn 4), the car is sliding heavily to the left (driver's side) which has loaded the suspension to the left. As Steve tries to correct the slide to the right he is transitioning the weight of the car from left to right. And as he does this the suspension unloads from left to right making the weight transition of the car more abrupt, which initiates the slide in the other direction. The force of the suspension unloading as the weight of the car transfers is essentially like a severe/abrupt change in steering in the opposite direction, like he had turned the wheel to the left multiple rotations.
Based on the footage it looks like the trouble began as he was turning into turn 3, it looks like he strarted sliding there. And then he tried to correct that slide to transition the car into to turn 4. And once the slide was transitioned into turn 4 he was pretty much done.
Overall I think he did a great job of keeping his car out of the tire wall, and spinning toward the infield is way better than sliding toward the tire wall imo. Usually your head/thoughts are lagging behind your reflexes in a situation like that, you act quicker than you think.

Levi, I didn't know you was riding with meThat is exactly what happened. by the time had had the car stable (if at all) I was too far inside of turn 4, just trying to make the turn cause the car to slide again.
And thank you Levi, I was trying my damnedest to get the car to straighten out. If you look carefully you can see the black blobs that are my wheels whipping from left to right against the spin attempting to gain control back.
I see him entering the turn way on the inside, he was going too fast for not using the right line, he lifted, spin
car goes on grass, no traction, tires hit pavement while steering wheel turned (not slight turn), traction kicks in, car hooks and spins around
Did he clutch in and brake when he lifted, I have no idea.

Spotted by my dad on his way down to WV on I-81. Possibly somebody headed to NG?
