dr650s...can't boost past 18psi

I am having trouble boosting past 18 psi, it's a dr650 car with stock intercooler piping. I have a MBC but I have adjusted it completely out it does not change anything. I make 20-22 of vacuum at idle but do you guys thing it could be leaking at that pressure? I do get some needle flutter..

First thing to do would be to run a pressure test on the whole system.
