Car is a 91 RT/TT. Just finished wrapping up rebuilding my engine and I've hit a snag. Namely, it won't start. Have *most* of it put back, excluding the downpipe, some of the front mount piping (as mine routes under the DP), suspension,brakes and the vac lines for the clutch and brake boosters. While it was down, I pulled the dash to put in new center gauges, swapped to a 1g Plug and Play Flash ECU, and got a new radio since my old one was stolen.

I primed the oil pump so that oil/assembly lube came out the filter housing while I still had the long block on the stand, however, I want to actually prime the system with the starter now that it's almost back together again before actually starting the car for real.

What I'm experiencing when I turn the key is just a click and no attempt to start, the CEL never lights up on the dash. I did use a screw driver to jump the starter to verify that it is actually working, I bypassed the starter relay in the engine bay to take that out of the equation. My thought is with the lack of a CEL that it is related to power delivery to the ECU, or the ECU itself. However, I can't confirm it.

I pulled Fuse 19 (ECU, ELC-4 A/T control unit, ETACS unit, Dome LIght, Foot Light, Door light, luggage compartment light, combination meter, air conditioner control unit, auto cruise control unit, audio, seat belt solenoid (RH), ECS control unit, Active Aero Control unit) and it is *not* blown, but it was noticeably warm/hot to the touch. Out of the functions that the manual lists it serves:
ECU doesn't give the CEL with the key in the ignition.
Not sure wtf the ELC-4 A/T is, I'm assuming auto tranny related
Not sure about the ETACS. That would involve what, turning the key off and seeing if I can still roll windows up and down?
Dome light doesn't work
The foot light and door lights don't work, trunk lights don't work.
Still not sure what they mean about combination meter.
AC does work (or at least blows while the car is obviously not running) and I can change settings on it.
Not sure about cruise, I can flip the rocker forwards and the indicator on the dash comes on saying it's on
the radio isn't working, but there is power to the positive blue cable (or was earlier when I was tapping power for my wide band off of it).
Can't be sure about ECS or Active Aero as one has been removed, the other it never had.

So some of the stuff that the fuse controls works, some doesn't. Not sure where the distinction is. Currently I have not put the plastic piece with the pop up controller back around the main gauge cluster, and I have the interior panel for the passenger door off, as well as the lock and window switch off of it and the light.

Spent some time pushing buttons and such and this was a quick list of what I came up with that does and doesn't work:

Dash backlighting
Digital AC
light from head lights
Hazards
Aftermarket gauges wired to factory wiring for center gauges
Driver window
Lock function
Cruise indicator

Doesn't:
Turn signals (front turns aren't connected though, not sure if related)
Pop ups for the head lights (don't have the dash piece in with the button for it though, not sure if related)
Wipers (no noise from motor or anything)
Radio (Possibly unrelated)
Unlock function (was an issue before all this)
Dome Light
Door Lights
Trunk Lights


I can't be entirely sure if what I'm experiencing is related to some kind of wiring issue or a short after a lamp/switch (don't see anything still on though), or if the ECU is possibly DOA. Battery is new, alternator and starter are both the same from when I disassembled the motor. Checked all the fuses inside the car and in the engine bay, none of them are blown. Can't think of anything else that may have to do with it.

Never had a fuse get hot like that before without it being blown, but clearly something is drawing power through it, and it must be a decent amount to warm it up like that. Not sure if it's normal or not, the fact that the fuse is hot and I'm not getting the CEL on the dash has me concerned though as the ECU is brand new and electrically the car was mostly working prior to pulling the engine (radio was stolen, doors only locked, they didn't unlock).
