How about a newer Toyota corolla Xrs?? (04-06 range). The one with 6 spd manual and 2zz-ge engine. Be fun to drive, super reliable and practical while still returning decent mpg's. I'd imagine you could probably pick one up in your price range.

and i never said a word about clearing 40mpg. im not sure where you got that from? i just got done with my big engineering test, so i will start looking around for stuff and post it in here. maybe ill find a good deal on something.
