Negative. Journal bearing, shouldn't need restrictors IIRC. Might as well go ahead and replace the oil pump since it's all back apart. Or replace/rebuild the bypass.

New pump was delivered a couple weeks ago. I have a rebuild kit for the bypass as well, but not chancing it.

while you have the crank out, air check the oil squirters... They are a ball and spring popoff valve, and should squall pretty loud when you pop them off with air pressure. If they are stuck, or the springs are damaged, they will just hiss, and not hold any pressure back.
If that block was hot tanked or oven baked, they probably should have been replaced.

What's the condition of the pump pickup and screen? Was it replaced? Any chance the tube is leaking at the flange or strainer?

After looking at them I see what the fuss was about.
All squirters are functioning as should be.
I pulled the pump apart again to see what the flow path is in these things. The only two things that can effect pressure is the bypass, and wear. Though the tolerances measured are fine, I measured the wear marks in the backing, and cover where the gears mesh. They are worse than first thought, but I still do not think there is enough leaking to lose 20psi at idle.
The cover .017" wide/deep with the second being about .011" wide/deep
The back is about the same
Still no smoking gun, mind blown...
Taking the crank, cradle, 3 pistons, and all bearings to the machinist to get his thoughts on them. Will take the pump too...
