Ok, HELP is needed!

I am either real ignorant, or just plain stupid. I searched, maybe not enough. I am trying to set my waste gates up, and no go. Mityvac is had, I hooked both gates up with a T, and no go. Nothing moved. I then figured something was wrong in my setup, so I put the mityvac on the front only, and nothing. I can put 22 Hg in vac, and the waste gate does nothing.

Am i stupid, uninformed, and just not getting the concept?

I need to get these done so I can set up the meth distro block. Man there is a shit load of small annoying things to do yet...
