A couple weekends back while heading to Saint Louis on I70, I saw a few semi's packed with newer looking cars with New York and New Jersey plates heading west. I thought it was unusual to see so many cars of various makes and models all with license plates from the same area, so I looked into it.

Flood cars being transported to other regions of the country and sold at a huge profit.

they are INSANELY strict about labeling cars as salvage water damaged. You are not going to simply drag these off and sell them a non salvage.

but if you see a car that came from new York around sandy time and went to Vermont or Colorado... yes its huge warning flag

it's because we do not have a national registration system. we're more concerned about spending 1B to bail out wall-street than we are with actually doing something productive--like creating a national system which would eliminate 99.999% of the problems like this one.

Its more than likely not the insurance companies making the big profits....The shops that buy these cars at auctions and then clean them up and resale them for big profits especially if they are shady.
Transformers 3 benefited a lot from flood cars....532 of them in fact, given to the movie for Free.

Run a carfax/autocheck. If it has been through an auction, regardless of whether it was salvaged or not, it will be noted.

Or just look at the physical title itself. It will say rebuilt then state why (F, or flood).

Unless there was huge amounts of people that didn't have insurance, the chances of unknowingly buying a flooded car are slim to none if you are an informed and cautious buyer.

There are definitely a lot of flood cars from the storm. I don't know about hundreds of thousands, but I would say tens of thousands, if not 100,000 vehicles have been totaled due to the storm. They have these cars lined up a small airports in the area because the salvage auctions just don't have the room to store these things (and they usually have 100+ acres). There are pictures all over the place of airport runways just lined with flood vehicles from the storm.
