I have changed headlights on a cobalt. And that is not how it is done.
It appears to be a Malibu, and techs confirmed on the thread where the pic came from that that is how it's done. I dunno, never messed with one myself.

A Malibu does require partial bumper fascia removal.... Complete removal is not necessary, but it is a PITA, and just stupid engineering.

My 05 Civic requires the front bumper to be removed to take out the front headlight assembly as well...:(
Reminds me of changing the headlight on my mom's Caliber. The bumper doesn't have to come off, but I think it would be easier. The first time I did it it took me over 3 hours. You are supposed to jack the car up, take the tire off, take off the wheel well plastics, then fish your hands up through a tiny hole to get to the bulb.
She had had new tires put on the week or so before and the tech overtightened the fuck out of the lug nuts. I started stripping the "chrome caps" off the factory lugs. Had to beat a socket onto each lug nut, use a 4' cheater pipe to break them loose, put the socket in the vice and beat the lug nut back out, and repeat.
