I think what she is saying is people get shot all the time with an "unloaded" gun. Cause people say or think a gun is unloaded and BAM, it wasn't. So goes the phrase, a gun is NEVER unloaded. Cmon people.

The problem with her statement is that only people who know how to properly handle a gun would understand what she was meaning "Always handle a gun as if it as loaded, regardless". Those who don't will take it the wrong way. She should have emphasized more sarcasm in the word "unloaded" to get her point across better.
It's funny because politicians are usually very well spoken and knowledgeable when it comes to these matters.
