I don't think there is a power limit, but here is a bit of a list.
1)v2 starts better
2)v2 has native support for flex fuel
3)v2 uses usb instead of serial
4)v2 has a much faster processor and logging space
5)v2 supports more inputs
6)v2 and the 98/99 ecu's just run smoother
7)v2 was designed around the newer aem tuner
8)v1 has no official aem support, hardware or otherwise. Repairs must be done by third parties.
I'm sure there are a lot more things, but I don't have much personal experience. I think v1 might be fun to get your feet wet, but if I was going to take the time to properly tune a standalone I'd get a v2. I've thought about it, but chrome runs so perfectly I can't convince myself to change.
