Shall issue means that you can get a CCW license (conceal carry) assuming you don't have a criminal record, mental illness, etc. May issue is case by case dealing with a CCW. I believe in many cases with may issue, the Sheriff decides whether or not you get issued a CCW. Basically, may issue is not a "sure thing".Quote:
