Shall issue means that you can get a CCW license (conceal carry) assuming you don't have a criminal record, mental illness, etc. May issue is case by case dealing with a CCW. I believe in many cases with may issue, the Sheriff decides whether or not you get issued a CCW. Basically, may issue is not a "sure thing".

I agree wholeheartedly. Virginia has been shall issue for years, but just a few years back you needed to be fingerprinted for the background check. When I got my CWP, they didn't even need that. Come to think about it, I'm not really opposed to getting my hands dirty if it helps prevent real felons from being armed, but the state's gun laws are definitely getting more relaxed. As soon as I get a little safe built into the center console of my Jeep ($200, 1/4" steel), I'll be carrying.
I still cannot believe any rational person could believe that there should be separate courts for people of different religions. How could you have a free and equal society if there are different courts for different people? Note that they have had separate courts for Orthodox Jews for nearly a century. That was the basis of the Muslim's claim. The Jewish courts should also be abolished. One nation, one law, period.
Incidentally, I'm fairly certain that the establishment clause of the Constitution prevents the US from ever going down this path. At least I hope so.
