I don't agree, you can go larger with different struts (larger overall diameter) and you can go smaller and it lets you fit slightly wider rims by having move strut to tyre wall clearence

so if he puts some "20's" on his ride the wheel gap would be the same? i would guess bigger rims needs bigger tires...

Yes, the wheel gap will be the same

225/55/16, 245/45/17, 245/40/18, 245/35/19, and 245/30/20 all will leave you with the same exact wheel gap. They are the proper size tires to run with each succession of tire size.
