The amount of energy radiated is relative to the surface temperature, and the ability for the radiant heat to penetrate a layer (glass, carbon dioxide, anything) is relative to this surface temperature and ultimately the wavelength.
In summation, solar energy radiated by the sun is able to blow through our atmosphere because of wavelength related to the surface temperature of the sun, but that energy is then trapped and unable to re-radiate back into space because of the wavelength of the energy radiating from the surface of the Earth which is related to the Earth's surface temperature.
