Soak it with some good wheel cleaner then go for gold with a hard bristled brush, it should come off. The filings themselves are what is rusting, there shouldn't be any damage to the wheel paint....hopefully. Any marks left on there should buff out. The lip has a clear on it, you'll have to sand it off with 800 grit, 1200 and then polish it but once the coating is gone, they will go dull very quickly.
Is there any way to replace the coating?
I also used the clear on a set of rims before with good results. Do good prep work, make sure you follow all the directions on the rattle can and you should be fine.
Sand well, mask everything off, make sure to really clean the surface before spraying and you should be fine.

sanding a PC will not look good I imagine.
Yeah I've been debating about taking a shot at it... I would basically have to polish the clear coat. But I don't know how it would turn out. Guess I've got nothing to lose so might as well try it.
